Most application services respect the deadlines of the University subscribers. They may be instructed to refuse to accept applications, take them and place in a suspense file or forward them to the University to process. Applying directly to the University would start at this point, with the institution understanding that to accept an application fee is to require a decision. For most competitive admission institutions that answer starts with NO, and the merits of the application take it from maybe to YES.
